In accordance with Article 70 cf. Article 140 of the Aviation Act no. 60/1998, the Director General of the Icelandic Civil Aviation Administration (ICAA) appoints the Aviation Security Council. The Aviation Security Council is appointed for four years.
The tasks of the Aviation Security Council are:
- regular review of the National Civil Aviation Security Programme as well as its implementation, preparation of proposals for changes to the programme because of developments in aviation security technology or other technology or other factors, changes in hazard levels, actions, or other related factors
- ensuring collaboration in aviation security measures between bureaus, institutions, and other parties responsible for the National Civil Aviation Security Programme, according to the nature and extent of the danger
- recommending publication of and coordinating, in collaboration with authorities, changes to the policy on aviation security issues
- reviewing proposals from aviation security committees of aerodromes and recommending changes to aerodrome operators, air operators, and other parties as well as the ICAA where appropriate
- supporting aviation security considerations in the design of new structures or when making changes to structures

Meetings of the Aviation Security Council shall be held when needed but no fewer than two times each year. The Aviation Security Council is allowed to establish special workgroups to inspect certain issues and to seek the assistance and support of interested parties in regard to this.
In addition to permanent representatives, others can be invited to participate in Council meetings as needed, such as to ensure expert knowledge and experience when discussing issues.

- Jón F. Bjartmarz, appointed by nomination of the National Commissioner of the Icelandic Police
- Jón Mímir Einvarðsson, appointed by nomination of air operators
- Gunnar Flóvenz, appointed by nomination of air operators
- Gunnar Schram, appointed by nomination of the Police Commissioner at Keflavik Aerodrome
- Árni Birgisson, appointed by nomination of Isavia
