The Icelandic Civil Aviation Administration (ICAA) has set strategy objectives for itself in seven areas. Firstly, regarding customers. The second strategic objective covers the main processes of the ICAA where an emphasis is placed on documentation, quality systems, and traceability. Human resources are then covered with an emphasis on education, training, and diverse background of employees. In finances, special emphasis is placed on ensuring that payments from those with authorisations cover costs well enough that delays in processing do not occur. Special emphasis is also placed on taking all costs into account when determining the tariff , such as employee training and general communication with foreign institutions. Emphasis is placed on good communication with all parties; companies in the field of aviation, not-for-profit organisations, interested parties, and individuals. Research should be supported to a certain extent in order to reinforce decision making and improve oversight. With regard to environmental issues, the policy is to follow the European countries (ECAC).
Customers/interested parties
- Ensure that aviation safety is always above recognised safety margins and that aviation security is sufficient.
- Uphold active and fair oversight of aviation operations and ensure that such operations are recognised internationally as appropriate.
- Contribute to the prosperity of all kinds of aviation operations in Iceland, in harmony with society and the environment.
- Provide aviation professionals and others who use air transport with good, professional services and careful solutions to administrative issues.
- Provide the public, interested parties, the ministry, and employees with information on the goals and operations of the ICAA.
- Look after the interests of parties involved in aviation by participating in meetings and the operations of international organisations.
Processes
- Make sure that all processes regarding authorisations and oversight are documented and described in a quality system. Assessments should always conclude with a report and follow-up.
- Ensure that the implementation of specific work processes is documented in records/data and that handling of issues/authorisations is traceable step by step.
- Emphasise that verbal information can never be equivalent to processing or authorisation, but rather can only serve as instruction.
Human resources
- Place an emphasis on employing qualified and effective staff with good and diverse education.
- Contribute to the education and training of employees and strengthen a good working atmosphere.
- Ensure that employees enjoy good working conditions.
- Look to specialists outside the ICAA when necessary.
Research and development
- Support research and development in the field of aviation to encourage and facilitate good decision-making and oversight.
Cooperation
- Strengthen communication and consultation with Icelandic and foreign parties involved in air transport, for the benefit of Icelandic aviation.
- Special emphasis shall be placed on participation in European cooperation, consultation with aviation operators as well as not-for-profit organisations in Iceland.
Finances
- Ensure in cooperation with the Ministry of Transport that assessments and work on authorisations are not delayed because of a shortage of funds.
- Queues should never form where people wait for matters to be resolved.
- Payment for services should be made by those who enjoy the services, and oversight of licence holders should be cost-effective.
Environmental issues
- The policy of the EU and ECAC should be followed as regards emissions and noise, but special consideration should be given to the unique position of Iceland in air transport.
